The debug screen (F3) shows your exact position with decimals, and the Block line shows the whole-number block you are in. A block’s coordinates are those of its lower north-west corner, so the block number is the exact position rounded down: X −0.5 is in block −1.

A server can make the border smaller with /worldborder or the max-world-size setting in server.properties, but not larger than the default.

Blocks group into chunks of 16 × 16 and chunks into regions of 32 × 32. The chunk and region coordinate reference has the formulas.
